U.K. E-Cigarette Laws Changing May 20

The Tobacco Products Directive will bring about a lot of changes in the United Kingdom, and starting on May 20, changes to the sizes of e-liquid bottles and nicotine restrictions will start. Additionally, the rules on how e-cigarettes and vaping products in general can be sold and manufactured and shop displays will change.


Folkestone Herald outlines what will change specifically for the almost 2.6 million people in Great Britain who vape.


  • Refill containers will have to be no larger than 10 ml (those people who buy 30 ml will no longer be able to do so. Cartridges will have a maximum size of 2 ml.

  • The strongest permissible nicotine strength will be set at 20 mg—it is currently 24 mg. You will no longer be able to buy in bulk.

  • E-cigs and refill containers must have a mechanism to ensure leak free refilling and they must provide a consistent dose.

  • E-cig manufacturers and retailers will now have to submit information about every product they sell to the Government.

  • Other legislation could see e-cigs provided free on the NHS.

  • The Medicines and Health Care products Regulation Agency can now grant a license to provide e-cigs as a method of quitting smoking.

  • If three member states prohibit a product this can then be extended to all EU member states, in other words a blanket wide EU ban.

  • Vaping is now classified as a tobacco related product under the 2001 TPD.
